Rochdale Borough Council Launches Resilient Roch Flood Resilience Programme
The Resilient Roch programme aims to enhance flood resilience in vulnerable communities across Rochdale, focusing on building trust and partnerships to address climate risks.

Rochdale Borough Council has launched the Resilient Roch programme, an innovative initiative designed to improve flood and climate resilience among households and communities at risk of flooding. This project is delivered in partnership with the National Flood Forum and is funded by the Flood and Coastal Innovation Programme (FCIP).
The Resilient Roch programme specifically targets disadvantaged and diverse neighbourhoods that have historically been vulnerable to flooding. The initiative aims to enhance community preparedness and adaptation by integrating flood resilience with broader issues such as housing, health, and climate awareness. This approach is particularly important in Rochdale, which has experienced significant flooding events, including the major floods caused by Storm Eva in 2015.
Rather than relying on traditional consultation methods, the programme adopts a relationship-first approach, focusing on building trust through long-term engagement with residents, community organisations, schools, and local stakeholders. This model aims to reach those most vulnerable to flooding, including marginalised communities and non-English speakers, who often face barriers to participation in such initiatives.
Key objectives of the Resilient Roch programme include improving flood literacy, increasing the uptake of property flood resilience measures, and fostering community ownership of flood preparedness. The project also seeks to strengthen partnerships between residents, local authorities, and other stakeholders to create lasting resilience and enhance community capacity. As the programme progresses, it is expected to significantly contribute to the overall safety and wellbeing of Rochdale's communities.
